Death global to provide city enchantment dispel resistance.

This came up in a different thread, what if Darkest Hour provided additional dispel resistance to your city spells, basically, to make strategies that rely on curses have an additional option besides Runemaster/Specialist.

However, I'm not sure that's the most underpowered enchantment.
Is Ruler of Underworld powerful? I haven't had it come up in any game yet.

Ruler of Heaven offers dispel protection for Life so it would make sense if the equivalent for Death was Ruler of Underworld.
On the other hand, your city buffs in Death all have "Shadow" or "Darkness" in their name so "Darkest Hour" is fitting for the effect as well.

Darkest hour is my preferred choice thematically (and the global needs a boost)

Ruler of underworld could need a small boost too, but it can be extremely useful against late-game military races, especially the life-buff or adamantium kind. That being said:

I’d love it if ruler of underground grants poison immunity to your units (it comes late so it is not an overpowered perk)

Evil Omens is too good to deserve further buffs

Darkest Hour fit the theme most.

Agree on with Zitro on Ruler of Underworld need to be buffed but with different way. Maybe undead would now able to heal normally (but not through life magic) with additional resistance and gain create undead. And maybe also gain power for each dead of units and population occur during the turn too.

I think Evil Omens should stack.

I'm a sucker for symmetry. Ruler of the Underworld. 50% to research and bleeding opponents mana are both more impactful globals which aren't as situational as an anti-adamantium spell.
