I've heard Sirian say several times that the AW in CIV is "different" than in Civ III, where the opponents would send units willy nilly at you. Here they build stacks when they are ready, which isn't going to be at the beginning of the game. That's what I based my Worker first strategy on, although I did keep the Scout close to home to avoid attracting any unwanted attention.
I'm tempted to try several random Pangaea maps (Noble) and go Worker -> Warrior every time (fortifying the Scout) just to see what happens.
