Don't look at me! I was never consulted on the favorite civics for the AI leaders, and I agree that a lot of them are extremely questionable. Still, the designers tried to space them out over a lot of different possibilities; if we went with strict historicism, 90% of the leaders would have "Hereditary Rule" as their favorite civic, and that would be way too simple.
