Which I had run across this before making my selection. Key line is:

That's old. That quote refers to the buggy whipping behavior of vanilla v1.61. With that bug, any hammer bonus (even just a forge or Org Rel) could allow one population to yield 60 hammers. So any hammer bonus could be said to be +100% and "the equivalent of forge/factory/power".

BTS Kremlin isn't that good, but it's still good.
