It seems that discussion has died out. My enthusiasm level is currently quite low, but I decided to share my thoughts about settings that I would be most intrested in this kind of game.
In my opinion normal PBEM+pitboss games take too long to finish. Optimal duration would enable enough time for diplomacy/planning and communication with team members, but still be fast enough so that players in subpar/boring positions don't need to struggle half a year. Optimal is probably 1-4 months. This could be accomplished e.g. using blitz sessions, fast timer or fast settings/map.
I suggest using all these. Players arrange blitz sessions in the beginning to get some 20-30 t out of the way. Timer is set to medium length e.g. ~15h. Because this is sequential game in most cases you can have 24h between the turns. League games use fast settings and maps so I suggest using them pretty much as is. e.g. quick speed and not much room to expand peacefully. Turn limit could also be considered e.g. 120-150 and 2 city elimination.
