Does Insecticide Fix the Capital Race Bug?

Since I wasn't able to find it in the changelog (if it's there and I missed it, my apologies), does Insecticide fix the bug where conquering a race causes your capital race, i.e. the one used for determining how much disorder your cities experience, to change? I forget if this only happened with Klackons, but it was certainly most deadly with Klackons, as they were one of the AI picks at Impossible and the bug caused crippling unrest in your core when it occurrred.

This problem is not solved in Instecticide. I never heard about it from anybody else but you (which does not say it is non-existent). Could you please explain step-by-step what happened in your game(s)? I also need a savegame just-before-the-bug to adress the problem, to test it, to repair it.

I can explain what has happened to me in the past:

1) Start as some non-Klackon race.

2) Capture (not raze) a Klackon city.

3) Sometimes, after conquering a Klackon city, capital race will switch to Klackons, causing unrest in Klackon cities to drop way down and unrest in non-Klackon cities to shoot up.

Once I figured out the cause of the bug, I stopped capturing Klackon cities and started razing them, of course. I'll try to demonstrate the bug in a save file.

Are you sure the Move Fortress wasn't involved ? Or you haven't cast Spell of Return to a Klackon city ? (I know most players just reload)
