For us RB lurkers, what's distinctive about the Liir's drive?

As far as background material goes, Liir use a Stutter Drive, which teleports the ship less than a millimeter at a time, but does it billions of times a second. The higher levels of drive tech improve speed by accelerating the rate of teleportation even further, instead of increasing the distance teleported. Because the ship never actually does much if any linear acceleration, Liir drives are effectively inertialess.

In practical in-game terms, this has some significant consequences. Liir ships are the slowest in tactical combat in the game, but they have extreme amounts of acceleration and can turn very quickly, shift laterally, dodge projectiles, and do other sorts of maneuverability-related tricks that other races can't begin to attempt. They are also negatively impacted by a planet's gravity well, and are faster in deep space intercepts than in regular combat around a planet. This also translates to the Liir's strategic speed, which is overall fairly average over long distances but suffers over short planet-planet hops or through regions of space with densely packed stars. For this same reason, Liir are one of the races least able to achieve strategic surprise by fleet movement in the later parts of the game. (This is offset by the fact that they are one of the races most able to pull off surprise by virtue of developing new weapons and defenses.)

Yes, everything is affected by physics. But Liir who have working engines have enough acceleration to recover very rapidly compared to other races.
