In city states? Shouldn't be too big an issue. Maintenance wasn't that bad on this map and with 85% of the distance maintenance wiped out by City States, it really doesn't matter where the palace is since most of the costs come from number of cities. If the Elohim have the Lanun bonus food from sea tiles, they can set up a maritime empire pretty well. Even on cities that don't have Lanun nationality.

They're only 3/0/2 tiles, and they'd be pretty starved for production. Don't think that conquest would pay for itself. Of course, there's not much that could pay off on that map.
