I didn't attack. Sian moved his three workers away (without finishing hooking gems) and whipped an extra warrior in his city. I'd have little problem mowing through the extra warrior, but I wouldn't be able to hold the city indefinitely and without the three workers their was no real gain for me aside from slowing him down. If I had razed the city a long costly war probably would have started and I have plenty of land I want to expand into.
However, the 'passive' aggressive moves have slowed Sian down significantly in that city, specifically from whipping a monument into his city. I may enable me to grab the gems at least temporarily. Any slowdown is good as well, because Sian's FIN/IND is extremely powerful when my EXP/CRE starts to wane so he'd make a good takeover prospect in the longterm.
I did try to blackmail him into giving me ivory to leave him alone, but he was having none of it. I'm going to look to trade my spare gold for someones ivory soon. Perhaps Yurimack because Gavagai has metal casting and thus forge access.
