A bit more on this - yes I discovered it in Adventure One with the colosseum. The labeling is pretty spotty but in that game it seemed low risk to try - I think either my first or second city could have gotten a good tile and was going to use a Great Engineer for the actual hammers.
Great Zimbabwe I actually did this city-split as well as well in this game. My Petra city built the wonder next to La Rochelle’s (weak city on the west coast) CH with Market. I think the difference here (compared to Toulouse not being able to build the Great Library) is that my Petra city did have its own commercial hub with Market (that I threw down early on the other side of city, not thinking about this). In fact I reloaded an old save from this game now for test and had Toulouse build a campus+library while Paris didn’t do the library. After that Toulouse could build its great library next to either campus.
