Navigable rivers / Brown-water navies

I apologize if this has been discussed before (didn't find it searching for rivers but might've missed it in some other topic), but I was reading the elimination of lakes from ( http://seravy.x10.mx/CasterofMagic/CASTEROFMAGIC.HTML <- is this uptodate?  It has some typos e.g. the common unit block for Nomads has some text copied from lizardmen ) and wondering if you couldn't make rivers sailable.

  This would make rivers a useful feature for troop mobility, as was the case historically, since you would use boats, and - if this is possible from the map generation - you could connect each lake to the sea by rivers, and then the computer would be able to sail it's ships out to the ocean?

  I suppose the problem would be in combat, where river hexes would need swimmable combat-squares in which the boats could fight, and it's not obvious what embarked units would do in that instance?

Yes, the problem would be combat and AI and in general difficulty to implement as the system doesn't support a tile to be both land and sea at the same time. It's not entirely impossible but definitely much harder than what it's worth. (also, ships have been designed to be unable to fight on land. You have flight spells if you want to use them on land anyway. If ships could fight on land without the spells, they'd be underpriced as is.)
