Playing through this economic black hole and recovering for the win was a lot of fun.

With no fishing, an event of special significance to the uberfish.

I don't switch to Representation immediately as I suspect the upkeep cost would actually be too much to handle before I have the population growth and infrastructure to actually run the specialists.

Check out my game - I adopted Police State at one point, and even though it was a high upkeep civ, because my empire was so small (both in terms of number of cities and size of cities), according to F2 it didn't cost me even 1 gp.

Your empire looked a little bigger, but it may have been worth checking out how much it would have cost you

Don't think I have a save from then, but I was only running a couple of priests until I could get my libraries up anyway so it wouldn't have made much difference.
