Probably a stupid question, but we all have to learn.
You can also pop CS with a grear prophet if you have only researched certain techs. Basically the slingshot is just a way to enable the bueurocracy civic very early, and in a commerce happy capital is possibly overpowered.

No, CoL is just a nice steaping stone to CS. Civil Service is the nice expensive tech, but in this case not for the Macemen or chaining irrigation, but because when you have very few cities early in the game bonus for running beaurocracy can be huge.

I just read the article. Wow! "Break the game" is right.

I guess I never pay attention to his editorials section, since it was empty for so long.
