No,i am not sure. i have 3 tests with patch.
Just start a game,with no spetials,set gold to 120,and keep it in range 120-190,fame 0,and wait 30 turn.
I have 1-2 hero per game(3 total) in vanilla, and 1 hero in 3 game in patch.of couse,i'll continue test.
I'll glad,if you say i wrong.
Edit:make tests more-i find that all ok,just bad luck at the first's tests.

But,if you have 5 hero,the 6th hero never come to hire. In vanilla also.
Spell lock is casted on combat protect with dispell strength 150 instead of 30.
