The RBCD department is always looking for new candidates. Try your C&D skills by working out which team in the Inter-Site Democracy Game that will be the first to settle a second city.

Google is your friend. Spoiler protection by rotating every letter in the alphabet 13 times in a Caesar cipher.

And I remember a time when people ROT-13'd so much that some few complained that they could read it fluently. I used it here to document my guess, without influencing what anyone else thought.

Congratulations to Dantski and Nabaxo!

And I was one turn wrong in guessing CivFr would get their second city. If the start positions are roughly mirrored, I think they settled what would be 2NE for us (cow, shared deer, corn, and gold).
