Here is a solution for you: google "Shift Window" and once you install it, create 2 rules with easy shortcuts. One rule is for resizing for you to see maximum from the game, the other restores the "normal" position/size of the game window, so you can take screenshots. Also, ShiftWindow makes it absolutely neat to scroll, which otherwise is a headache in windowed Civ4.

FWIW, I've been using http://www.gadwin.com/printscreen/ for years. I bought the pro version for like 5 bucks 6-7 years ago and its definitely been worth it, but I think even the freeware version is an upgrade on the generic Printscreen function. I didn't check, so for all I know the pro version is like a million dollars now, but I thought I'd throw it out there. Really great for all the cropping and what not you do in a PB/PBEM here.

No suggestions to use the windows built-in snippingtool? Crop and save in one go, it's really straightforward and never fails.
