Rampaging monsters not attacking?

This Demon stack was stuck between the tower and the city. It never moved or attacked. As soon as I took the city, it attacked. What gives?

Was the city previously neutral? If so, it couldn't path through the neutral city so it stopped.

Monsters and neutral cities are the same player ID so I would assume they never attack "themselves".

Well, it's owned by a computer player so I assume it would attack. As soon as I took the city, it attacked, so it hadn't been rendered immobile.
