Hello, I've uploaded the final save and the map and set Mr. Cairo as winner on PBSpy. Congratulation to the „normal“ Cultural Victory!
 @Final Save: You cannot move units in the final save, but take a look on each Civ, if you open the game over Multiplayer>LAN>Load Save. The PBServer of this game will shutdown in a few days. P.S. I forgot to remove the signs of each players in the final saves.
