There's a lot more to it than that, I think. Consider the priest units: the Vicar might as well be an expensive axeman, unless you're planning to research Theology (or unless Gibbon or the Svarts are spamming illusions). On a water heavy map, a Cultist is worth his weight in gold; on an all-land map, he's the same as (or worse than) a Vicar. The other four priests all have their uses, although I'd rank them as Ritualist >> Priest of Leaves > Confessor > Stonewarden.
Base strength of adepts/mages is pretty much irrelevant, but their number of spells can make a big difference. I think the power for all units should scale up by something like (unit level+5) / 6.
