They are a bit behind the times as you say - buy the technological challenge lies not in the wifi itself, but rather in the capacity injection/ back haul layer. How does one get wirespeed responsive bandwidth to those access points your smartphone will easily connect to? I participated in a designs for various transit agencies who had similar issues. Also dealt with some designs for a similar service now deployed on airplanes. It's harder than it sounds
