You're actually right, they don't synergize. Functionally, all of the Fin bonus does go through the science multiplier regardless of your expenses or slider position. Or, equivalently, Fin splits between the cash and science multipliers just like any other commerce, but it allows you to raise the science slider so that more of your pre-Fin commerce goes through the science multiplier. Either way of looking at it is equivalent.
