It's potentially true.

A player being fully lynchproof makes almost no sense as a Wolf role, unless there are several ways of doing Vig kills, or a multiple pack game. In what we've seen of this setup? I would discount the possibility of a fully lynchproof wolf. The only exception may be if the wolf also has a clause that they lose if they are the last wolf left.
A lynchproof villager is less of an imbalancing factor, because the wolves can always just execute them in the night phase.
There are some possibilities outside of the Lynchproof role Rowain seems to be claiming. Rowain could be either limited Lynchproof, or be working with a "Mafia Lawyer"(which I would call a Day Baner).
Limited Lynchproof would be something along the lines of 1-shot immunity to lynch. Makes sense for a villager, makes sense for giving the role to a wolf.
Day baner would be a protective role that stops somebody being killed by lynches. Really scary on a wolf team, and often coming with a caveat that the day baner can't use it on themselves. I'm not sure Rowain would be a logical target for a wolf day baner to protect though. He wasn't drawing a lot of flak...
I think any kind of Lynchproof being on the wolf side though, is a very very powerful role. If Rowain is a wolf, we *need* to lynch him again to win. That means we need to absorb kills from today's night phase, and tomorrows night phase just to lynch one wolf. I would say the role makes a lot more sense as a village one.
