I am not sure if we are going to be able to whip it to completion. It seems the workers will be doing a lot of chopping rather building tile improvements. So we are not likely going to get the population back that fast. Besides I would rather have that whip go into a fishing boat so we can improve the fish and then start going on a whipping frenzy
