There are only 2 ways to make effective gains when playing against a competent Human player. There is the dagger(quick attack that is going to catch your opponents by surprise) or the hammer(where your stack is just overwhelming to a point where your opponent can't do anything). There is almost no way your opponent can perform a dagger with you having invisible units running around in their territory.
You'd get to have visibility of one key border area at once, that's all. If GSpies could scout, would you rush Great Wall and run spy specialists, at the opportunity cost of a shrine, academy, free wonder, cash bomb, or golden age? I don't think anyone would, but I could be wrong. Thematically, it makes sense to ban it but not on the basis of being overpowered, imo.
It would certainly make me more willing to build the Great Wall. Also, you'd get more, as you would be constantly patrolling enemy lands and following produced units around. You get protection on all of your borders, really. I'm pretty sure one of Sullla's reports talked about it some.
BaII pretty much has it down. You can't effectively dagger someone who uses a Spy/GSpy(s ) well as long as they use it right.
