I think it's guaranteed to be at least one per player, don't remember though. I am definitely planning to make the balanced strategic resources option work again, and I already laid some groundwork for it while doing the latest changes that bias a few resources away from starts. I am also planning to add back in something like the "no BFC improvements" option that mirrorland has.
