Suleiman of Inca is not bad, although Inca is significantly better with cheap granaries. I wish we knew what everyone else got so that we can compare to the average.

Just a list of the changes so we know what we're working with. These are changes from the base game:

IMP: 60% on settlers instead of 50%. Cheap Custom Houses
PHI: no change
Inca: No C1 on Quechua, Terrace = 1cpt, not 2cpt.


In terms of power, it's very middle of the road. In terms of interesting-ness, it's a little below-average to me. Super hard to guess what to do.
