I'm holding out faith that not everyone here will realize how much better Inca is compared to the other civs, so it might be available longer than it reasonably should be. But if it gets taken, then I think Pacal or Surry would be my first pick. Inca is the only civ I would choose before leader, so if it gets taken, then I'll look for which leader is left with the best traits.
