I don't think you can get the menu when stuck in diplo, but you can exit out of civ using the red X or by killing it with CTRL+ALT+DEL. You don't want to do this if anyone else is also logged into the game though.

the latter is how I did it, by ending task. for those late night turns when everyone else is asleep . If someone else was in game, then getting the game unpaused probably is not an issue
