I guess each city turn earlier is worth ~7 foodhammers and two commerce, while the granaries are worth the no of food they save if we build them before the settlers. It sounds like settlers could be better right now, but I wonder if we should ever build granaries in that case... Can you try to get a figure for that calculation?
I'm not totally sold that this is the right way to quantify the benefits, but I don't have yet a better proposal.
