You can definitely be billed by the fire department. Happened to a neighbor when I lived in Georgia, she was doing a controlled burn of brush on her property that got way out of control, local fire department had to come in and put it out after it had burned an acre or two. She got a fat bill for that one for her negligence. And probably partially for doing the burn without a permit.
I don't know for sure what the rules are here in Florida but I imagine if the fire department had to roll truck someone is going to have to pay for it. Whether negligence is required to be responsible for the bill or if it will be covered by our local taxes I don't know, I've never let my house catch fire and haven't had to find out yet.
