The reason I say this is, if we end up facing a PB2 regoarrar Paris situation, we want to have the flexibility to respond to it.
I would personally negotiate a border agreement. Even if it's too early, we can just tell each other to settle close to each other, and then decide on a border agreement later. If a team settles way up close to us, we're going to be in war anyway. And yes, there's a little more space between capitals here than there was in PB2.
