More workers is seldom a bad option! Here is how I have currently planned stuff around Cannae:
- We have currently two workers on the gold tile. One of them will start moving towards east. The other one stays and builds one cottage and mines the hill tile N of BoP. Due to our low happy cap that's actually enough improved tiles for this area.
- Cannae keeps growing slowly and putting some hammers into library. Size 5 will be reached EOT69.
- On T73 Cannae is close to growing to size 6. Then the library will be double-whipped and Cannae grows immediately to size 4. Next turn worker is started.
- Worker will be ready EOT80. IW comes in also EOT80 and worker will start its chopping duties.
So this approach is of course more focused on commerce/cottage growing. When we have research on, library will be worth 4 beakers per turn and of course it provides us the border pop that we need for getting sugar inside our borders. As a conclusion, I'm suggesting this because in this area we don't need additional workers that much before we get IW and this is pretty much the only city that currently can speed up our teching at least a bit.

Yeah, of course we get commerce from palace and fish tiles that could benefit from a multiplier, but I agree that our capital will skip infra for a while, work hammers and produce galleys, bowmen and settlers. How do you feel about that western "island-pig" site for our 6th city? Those grassland pigs are simply better than anything that we currently possess. In my sim we settle it on T80 and the city south of our capital on T83. The latter one kind of needs IW+Calendar in order to really get going.
I haven't yet given up the hope that the proposed 6th city will really be an island and double our trade route income...
