hmm crosspost. Since you have OB with Oxy, trading cities wouldn't give him any movement advantages he doesn't already have. His big stack would stay in your new city, but the dutch culture would disappear. Sinpo would have only the starting 9 tiles as Russian culture. I'm pretty sure there's no tactical advantage for him in this trade.
