EDIT: Upon second thought, given how GG MIGHT attack us (and I hope not!), do you think we should settle 7 of the silver instead of 9? It essentially replaces the crabs with the inferior riverside snow deer, but it might give us an extra turn or two's worth of units in place in case we need defense, since we will have to road less in order to reach the city. I wish we knew what they were doing. 
Also, I'm looking at the map again, and if we settle 9 of the silver, why is building a road on the silver sufficient to connect that city with the others?
