Hm … Monotheism, if we can get it in 3 turns and it's before Care Bears then it might be worth the gamble to try and get the religion. We'd get a +1 happiness in the relevant cities and the production bonus (a severely underrated aspect of the game). The delay to currency might be worth it if we can get the happiness in an important city (and we'll be getting gold from the fail Pyramids anyway).
2 workers near CM/Stanford: I'd cottage, yes, bt if the road connection isn't all finished towards Illinois that's important, too. We also can chop the last forest in the capital (there's 1 left, right?) for the lighthouse. Ideally more cottages would be in the Princeton area (riverside grassland) but the Stanford/CM area has larger cities.
Stanford: let's just finish it now and put the units in Illinois (or can play zone defense). If we want to delay it then a worker is probably a better investment. I really don't think Stanford should be building barracks.
Right now, we should not settle more cities beyond the 9th one (UT Austin) … we're going to be crippled in terms of maintenance costs.
