Whipping a barracks in Cornell is fine. Then I hope we can get 3 units (spear, axe, chariot) in three turns, possibly four.
We should probably keep at least one of these around Cornell area in case we don't extend the NAP with India. The axes should go down south, they are needed down there more in the north, as they're really the only thing that can at least fight Praetorians.
With regards to worker actions:
1. We need to continue cottaging/chopping the riverside grassland in Princeton/Cornell/UTAustin Area
2. Should probably finish the road network between Illinois and Princeton
3. Mines should be done near Washington/Austin soon, but we'd like the cows to be improved too.
4. [Minor] Do we want to complete the road connection for those health resources that we already have connections to? That'd just give us 2 or 3 of them, in the event that we lose them. But it's honestly a very minor thing, and I don't think we'll have lots of trading opportunities since no one will need health resources. However, we may want to consider building a road on our other horse resource.
Do we want another worker out of Stanford after worker 12 comes next turn? There's a forest to chop, if we want to use it. Also, is there military police going to UWashington?

THOUGHTS ON INDIA

Do you have any idea what their tech rate is like? Other than Metal Casting, what Classical techs do they have? Are there tiles in their empire that we can see with an extra hammer, for instance, which would indicate that they have Iron Working? From the trade screen I saw on turn 90, I don't think anyone has Currency yet, is that right? I wonder if anyone is aiming for Aesthetics/Literature.
India does have a high GNP, but how much of that is culture from religion and wonders? Remember that they don't even have an academy, but they do have 13 cities. And Police State as a civic has the following properties:
1. High Upkeep (making it worse for them!)
2. +25% military unit production (will probably be useful)
3. -50% war weariness (probably not that useful to them)
