I don't think we could defend the city against mackoti down the road, so I'm inclined against paying him for it. I think I'm in favour of staging to raze it. I honestly don't know about cutting the roads, since as you say it wouldn't be complete. I obviously approve of my own idea for staging. 
(Note it technically is possible for mack to hit our stack there with two-movers, though that seems unlikely since he wouldn't get to use cats. Just thought I'd point it out. Oh, also, to actually threaten both cities you'll need two more workers to road the grassland toward Eridu, but you already knew that.) What do you think, Fintourist?
