He founded a city somewhere, who knows where, my guess is some foodless ice city where nobody will find him or does not bother killing him. So maybe he:
1. Wants us to suffer from WW for the rest of the game (my bet)
2. Enjoys lurking this game from inside and wants to keep his ability to log in
3. Wants to outlive someone/everybody
Implication: Our WW is 269, which is probably 1-2 unhappy faces depending on city (did not check) and thus managable, I doubt it's worth sending an expedition..
