Hmm? That's a pretty hard task (difficult to really evaluate and those two options can play out very differently). In principle I would prefer that everyone has as equal space and equal land quality as reasonably possibly, but I know that we go here with a pretty random setup and map makers free time will determine the amount of balancing.
Commodore, the sequence is following, right?
1. Map is created with 33 starting locations (+ lurker civ)
2. Players are paired with leaders/civs (using some nice method)
3. Players are randomly placed to different locations (you can organize a nice streamed lottery so that we can laugh at your early predictions afterwards..)
--> meaning players don't see their starts before civs+leaders are locked and there won't be any placing because of any preferences (apart from putting Krill & Plako together on a 20-tile island that is isolated until Astronomy)

What did you mean with trading civ+leader pairings? I think it could be a total mess if players are allowed to interact with each other before the game and trade their rolls. As already stated, I liked the PB13 method, but I'm open to some other interesting variants, snake pick does not belong to them though
