I did a bit of worldbuilder testing and reckon that barring really bad rolls these units will take care of the 18 amphi rifles that 2mn can theoretically attack West City with.

Similarly I've scraped together enough Machine guns to ensure the safety of Creta and Midway. Dtay can hit with 9 amphibious Infantry if his Galleons are full.

I think we've whipped and drafted about as much as we can - so next turn I fancy switching to Caste System, I'm tempted by Vassalage too, but I think it'd actually cost us 10gpt, while Nationhood helps our brave spies out...

Over in the east we'll be using these empty ships to pin units in Fortunato and Jetboy whilst the main aquatic force heads for dtay's west coast. I want to capture that capital...
