I think in 46 Azza scouted me but did not post sentries. If you don't want to look suspicious (though I'm not sure you'd be willing to do this), you could offer open borders with payment (ie. us paying him), ostensibly for the right to use his trade routes or whatever, then cancel when you start to prepare to attack; it'll seem like you just don't want to pay anymore, not due to any ... other motivations.
