The Rathaus give 75% decrease in maintenance costs, a courthouse gives 50% decrease in maintenance cost. That is 1.5x effectiveness. Also the base cost is of course 120 hammers but I do realize that you're organized.
Burning down a rathaus is 2x as effective as burning down a courthouse, as burning down a rathaus gives a city 4x maintenance costs, whereas burning down a courthouse just gives a 2x increase in maintenance costs.
