sure. i meant from the point of view of what you pay. with a courthouse you pay 50% of full cost; with rathaus you pay 25% => rathaus is twice as good. say your maintenance costs are 8 gold/turn. with a courthouse you pay 4/turn. with a rathaus you pay 2 gold/turn. you pay 50% of what you'd pay with a courthouse. x=0.5y => y=2x

by the same token if a building twice as good as the rathaus existed, it would reduce maintenance costs by 87.5%. that building would halve my maintenance costs with respect to the rathaus - would it really only be (87.5/75) 16.7% better?

Yes.

If your city pays 8 maintenance without a courthouse,
- A courthouse saves 4 gold
- A rathaus save 6 gold (50% or 1.5x better than a courthouse)
- An uberrathaus saves 7 gold (16.7% or 7/6ths better than a rathaus)
