Thanks Ref! We have Class XVs in our tree, but obviously that doesn't mean that anyone else does. From off the top of my head the Alkari were at Class IX deflectors (stealing those is what opened up Class XV planetaries) so they COULD get them but who knows. The Sakkra are only at Class VI deflectors and Class V planetaries, and the Meklar don't really count. I meant to go after the Sakkra too but the Alkari proved to require more resources than I had originally bargained for. Complete Eco would have been nice...
