Why didn't I gamble on a Galley?

They spotted the plan. I could move the stack 1S to threaten Lion Kingdom while they'd need to attack over the river. But I think that's a way that I lose my stack and allow OT6mn to come back at me, so I'm going to hold in place. I might even move some units back into my culture to save on supply costs. I should have city visibility next turn unless they run >50% espionage...

Have OT6mn been saving money for ages? They've been showing Calendar for as long as I can remember so I need to keep an eye on this to see if they are saving cash, running espionage or hiding their research at turn roll. They're making 0gpt.
