Wow, lots to do diplomatically. First, definitely stall France. We don't want to commit to anything with them. Waiting a bit, then responding about settling rights will be a great way to make sure that it takes awhile to nail down any potential nap. Just so long as we don't actually promise a NAP once the agreement is made. My ethical boundaries are that it's okay to drag it out on purpose before war so long as we dont' actually promise them a NAP once the decisions are finalized.
Regarding England, it would be nice to see more map. I don't like making an agreement that is contigent on a successful war against France. Obviously, I do hope that it goes well, but I wouldn't say trading a sure thing for a probably thing is a good deal at this moment. Once they actually have it and could give it to us, then it's a lot better potential deal. Also, the sheep site is obviously close to us and, to be frank, I don't want to give it up. We can bargain but I'm not sure we should cede it right away without debate.
