To add on OH's post. I guess we need to still wait one turn and see if our read is correct and OT4E is coming, but.. What on earth is going in this game? 
Why are people not trying to win this game and are attacking the neighbor with no.1 power/soldier points in the game?
I mean, at this point Tokugawa seems to be just trolling. I have a bit more understanding towards OT4E as he might be trying to just opportunistically utilize our conflict with Toku. But still, we have held that no.1 power for a while and he should know that we are not playing this game eyes shut. Yes, he can hurt us and thanks to Toku probably take the leading position in our continent/corner of the world. But, this is still a losing play. Why build up so much power and go for an ancient conflict, when there is a lot of room to expand and with Donovan as OT4E's probable neighbor he would be in great position to utilize the space left by that DZ-DS conflict. This is a 25-player game and I can't see why someone would decide to make a run for the 4th place.
