...then why not settle city 2 with the cows first ring? You would settle the city on the same turn. If you settle SE and have both food first ring you only lose one forest for chopping but the city is certain to grow much faster. If you just want the cows first ring then settling S of your current target puts 8 chops in the city's BFC.
Or, taking this from the other side, what is your explanation for settling on the forest to get the copper first ring? I double-checked your traits (FIN/IND) before posting. You aren't going to have an easy time popping borders so what's the plan here?
