I don't blame Gavagai really, I myself made a lot of my decisions in this game under the assumption that Krill was always playing to win and that OH and Krill would act as checks on each other (and Krill on me perhaps, given I neighbored him) and I assume Gav was thinking the same. Instead OH was left to do whatever he wanted against weaker empires as Krill did nothing to threaten him while Gavagai had to deal with a costly conquest against my rifles and Cavs. Yeah he had 3 times my production but rifles and cavs are still rifles and cavs 
Not to take anything away from OH and Hitru though, they pressed their naval advantage as well as any player could have hoped for given the diplomatic situation.
