We don't need to invade you to win - we just need to destroy enough of Gav's naval capabilities to mean we can defend our islands for the next 70ish turns until our third city goes legendary. Obviously if you choose to invade us to stop that then Gav wins and if you join our attack on him then we win, but I assume you're not going to do either of those things.
Gav was probably going to take 2-4 more cities from us (depends how many units he has loaded on his galleons right now) before we could get enough SOTL together to destroy his stack of privateers and frigates, but none of those cities are vital to our culture attempt or give a salient to attack our culture cities, so I can see why Gav wouldn't want to keep playing it out. Especially since late game is so much more about morale than actual power (© Charriu).
